Declaration by the MTA Lendület (Momentum) Research Group Leaders

Declaration of Lendület (Momentum) Research Group Leaders concerning the Government’s draft of the new national budget, including the transfer of the Academy’s budget

We hereby wish to express that we fully agree with the 15 June, 2018 declaration by the Presidium of the Academy concerning the draft of the amendment of Statute XL of 1994 (MTAtv.). According to the Government’s suggestion, 70 percent of the full budget of the Academy and the whole budget of the Lendület (Momentum) Research Groups would be transferred to the Ministry for Innovation and Technology, which could decide on using these resources along new, yet unspecified lines. Our research groups would find themselves in a very instable position should there be a change in the managing authority and if the financial funding were to be transferred.

The Lendület (Momentum) Program was launched as the Academy’s special program in 2009. The program aims at enhancing the Academy’s efficiency and renewing its structure by inviting internationally successful young researchers home from abroad and keeping them in the country. More than 150 Lendület (Momentum) Research groups have been founded in the past decade, and including all group members, almost a thousand young researchers have been able to work at MTA Institutes and Hungarian universities in favorable circumstances. The program is highly successful, as indicated by the outstanding number of scientific publications; the sum of grants awarded by the European Union; and the results based on basic research, the effect of which are outstanding within the civil sphere and the economy. We have research programs in all fields of study, including medicine, engineering, social studies, economy and culture. Several innovative practical solutions have stemmed from our results. Besides transforming the MTA’s research institutes in an achievement-oriented and excellence-centered manner, the Lendület (Momentum) Program enabled university teachers to pursue high quality research and build their research activity into the university curriculum.

The Lendület (Momentum) Program ensured that professionally selected Hungarian researchers and university teachers could stay at home and help to build a more knowledge-based Hungarian society. Furthermore, this program gave hope to all young students interested in research that hard and excellent work can pay off here in Hungary, and there is a chance to succeed in life here. A possible change of the managing authority and the financing of the MTA Lendület (Momentum) Program is not only alarming for us researchers and our family members, but also for the whole of Hungary’s researcher and university staff community.

Stability and the possibility to plan in the long term are indispensable for scientific research. We ask the decision makers to preserve our Lendület (Momentum) Program considering its precious value and as such, keep it in the realm of the MTA. The program should be left to be managed by the MTA, which was launched in 2009 and has managed this strategically important program excellently up to the present day.

The Hungarian Academy of Sciences launched the Lendület (Momentum) Research Program as an excellence program for young researchers in 2009. The primary aim of the program is to dynamically renew academic and university research programs by inviting excellent, internationally renowned Hungarian researchers back home from abroad and keeping talented researchers in the country. The program supports excellence and mobility at the same time: it ensures resources for research groups formed to study new topics at receptive research centres.

To the present day, 164 Lendület (Momentum) Research Groups have been founded. The groups that were awarded the grant earlier this year are seeking to find answers to questions such as how artificial intelligence can help understand the development of tumors or the functioning of our brains, or what are the key factors when it comes to effective adaptation when someone starts nursery, primary, secondary school or university. The leader of a research group studying the reformation era believes that through the research work we will gain a better understanding of Hungarian culture as a whole as well as rediscover aspects of our Hungarian identity that may have been dormant for quite some time.
